Broadband, Spectrum, and Telecom
Is internet access essential infrastructure, a competitive market, or both at once?
Broadband policy covers who gets service, who pays to extend it, and how the radio spectrum that carries wireless traffic is allocated. Rural coverage gaps, affordability, and spectrum scarcity are the recurring fights.
Extending wired service to low-density areas costs far more per household than in cities, and in the least dense areas no provider recovers that cost at any plausible subscription price. Every country addresses this with subsidy of some kind; the disputes concern how much and through which mechanism.
Spectrum is finite and licensed by the federal government, largely through auctions. Allocation decisions involve balancing commercial wireless against federal users including the military, aviation, and weather services, which creates recurring interagency conflict.
The Universal Service Fund subsidizes rural, school, library, and low-income service, financed by a fee on a shrinking base of traditional telephone revenue. That base has been eroding for years, making the funding mechanism a live policy question independent of the programs themselves.
Coverage maps have historically overstated availability, because a provider reporting service anywhere in a census block could mark the entire block served. Mapping reform has improved this, and disputes about accuracy continue.
